N-8 P-7 K-6/outdoor Plant

High my plant is a lil' over 15 inches tall and the top is starting to smell like skunk there are no buds yet though and leaves and branches are coming strong through the nodes this is an out door plant so how can I flower it .
is the concentration of miracle grow I put in the title sufficient ?
