Need help ASAP please

Ok the small plants that are droopy and curly looking i think were underwatered 'cuz their soil dried up for a bit of time. I watered them but they haven't got much better. In the photos the soil looks dry but its just the surface its moist underneath. CAn anyone tell me what is wrong with these plants. The biggest plant is the same age as the small ones and it looks good i don't understand it. The other plant, the second largest its a little droopy can anyone tell me waht is wrong with it?

One of the pics of the large one you can see some sort of pre flower thing im not sure if its close enough any closer and it gets blurry, does it look like a female?
 
im a newbie but all i know is that those preflower thingys are just more leaves starting to grow. from what ive read and know you cant sex your plants until you start to flower them. if your adding nutes yet maybe thats what it is or not enough light or something. like i said im just a newbie
 
The small droopy ones? They are about 2inches away from two fluorescent tubes and a 27 watt daylight cfl pointed at the side.
 
they other ones look realy healthy but its to early to tell sex right now. they look like pistols but could turn to balls
 
well since no one answered your question i guess i will.
you can try giving them a bit of water at a time dont over do it
dont want to shock them, about a cup at a time every 15 min till the soil is good and moist, this may help them but from the looks of them you may want to dump them and start again
