Your talking 1 month 3 wks from seed germination correct? I would guess you are using a very small light source the top leaves look bigger therefore shading the bottom again you must be using a very small light. Just my guess

the plants need to be higher in the pots... get a fan on them at all times...use good soil.... stop misting them...looks like the (mulch) is too wet...get a good light.

all good suggestions but i doubt it will help the yellowing of your plants. its probably a nitrogen deficiency that has started now because the plant has exhausted the nitrogen in the soil.

it is time to start fertilizer.

1 plant per pot, transplant into their own pots, get a good light source, air circulation and hope like hell.

Dood, those plants look like malnourished third world country plants.
