Need help Please

I am a newbie here and i am having some trouble with some seedlings and hoping someone can help. my seedlings seem to be taking a long time to grow and are looking really sad they are under a 40 watt flor
watered every 2.5 to 3 days quater strenth nute solution. heat is about 70 and 75 degrees. i think they need stronger nutes but not sure.

any help would be great thanks in advance

First of all I see some growth in some of the pics and others seem to be struggling a bit.
Secondly,if someone does not want to help you and just send you to a website then they and the website they post a link for are not worth your time.
Now,let's try to help you out.
First of all you should not be giving nutes to new seedlings whatsoever.
Do you see those two little round leaves at the bottom of the seedling.
Those little round leaves serve a purpose for the first few weeks of the seedlings life.
They serve as food and nutrients for the seedling so giving the little seedling nutes will only hurt it if not kill it.
Once those round leaves start turning yellow and the seedling has at least two sets of leaves you can then start giving it nutes,but very small amounts until it starts having significant growth to start a full nutrient schedule.

I agree with Bud, no nutes for a while.
When you say a 40w CFL, what do you mean?
40w actual, or 40w equiv.?
Your smaller ones, are you doing anything different to those?
Are they towards the outside of where your effective light is?
I can't tell for sure due to the angle of the pics, but it looks like pics 2,4 and 6 are leaning, like you don't rotate them or move them to keep even light.
If you don't have more light to add now, you will want more soon.
