NEED HELP. Small plants and buds PH maybe?

I know it is supposed to be step one but i did not PH test my soil before planting directly into it. I mixed maybe 12-15 cubic feet of good foxfarm dirt into three beds of some clay dirt with poor drainage. The three beds are each about 3X6' up to 4-8' dug about 1.5' deep.

Started with 30 now after sexing i got 18.

I threw a few hand fulls of lime in the dirt and mixed everything good with a little green sand and seabird guano.

Plants were growing slow in the first part but didn't seem to noticeably behind until they were budding. I had a bug problem that turned a lot of the leaves yellow so i took most of the dying leaves. I think that may have been a problem. I think they could have been rejuvenated now. I took care of the bug problem with some soapy water and now they are looking like they are almost all done already!?!?!?

The buds are tiny compared to another spot i have closer by. I mean TINY! Not filled out at all. You can see right through some of them! I think some of the plants were planted too close together. They are averaging about 12" apart from each other. Most don't top 5' and some are less then 6" from each other in the ground.

I think they were planted way too close as well. The sunlight may be slightly less then my other spot (5-6 hours direct) but i don't think this should be such a drastic difference. The buds are 1/4 - 1/6 the size of my other ones in containers with straight Foxfarm soil.

Could PH be a problem hear? I don't know what else would make this garden suck so much and my other garden rocking with arm sized buds!
