needing some help and advice

ok here it is its not dieing but it not really growing at all
it looks heathy but its almost 2 weeks old and it still is as small as a baby seedling
i see 2 week old pics all the time and its just way too small
im not sure what to say
is my growth stinted because of something
i have it in regular dirt and i wat ounce every 2 days
or if soils is dry when i put my finger in

wow thx and actually its doing better it was stunted from a over watering towards the beggining
