I could care less if laws aren't in stupidese. What I care about is riders. What does a glow stick at a party have to do with kidnapping a child? Those are what should be illegal. Legalese makes it so one and only one interpretation exists in contracts, as it should.

That right there is one of the worst problems in Washington. Some lobbyist promises a congressional aide a high paying job, so the aid gets his bosses approval to attach some insane rider onto an otherwise crucial bill that will make congressmen look bad if they vote against it, and then you end up with government serving corporate lobbyists rather than people.
