take them out plastic bag, put them on a saucer and then in dark cuboard. Are you keeping them wet?

I've sprouted tons of seeds inside a fish tank with fish in it and good water flow. I just let them sink to the bottom and 1 or 2 days later they sprouted.

same as above, they should of germed by now.
put them in a empty matchbox, shake them about to scratch the surfice of seeds, so water can penitrate the inner easier!
this could help, no promise though!

forget the fish tank! haha.
I use the chinese takeaway plastic box things, that snap shut. (wash out the soy sauce LOL)
with sheets of toilet roll under and above. moist not wet, I use a spray gun to wet.
keep warm & keep dark.
best of luck

yeh, i was also gonna suggest the heat pad, but mr therapy beat me to it.. if you don't have a heat pad, you could always throw them ontop of like a cable box or a dvd player or stereo that throws off some nice heat.. just some ideas..

If you are going to keep them in the baggie, exhale (CO2) into the bag closing it so it is a pillow, and of course put it on a warm surface,
