Ok, everyone has gotten seeded bud at some time or another.
My question is, what happened to the female to produce mostly bud with some seeds?

Does it mean it hermied? Does it mean it was pollinated?

What I don't get is if it were pollinated, wouldn't that only produce seeds and no bud?

My understanding is that the seeds when they start to grow they grow from inside the bud (from my observations), I had a batch that was sold to me specifically because it had a bunch of seeds, but the guy told me that it was probably shitty strength because to produce the seed, resin and resources are switched to sustain the seed growth.

Long story short, you'll get the seeds inside the buds, and the bud will be of low quality.

its usually from hermies which is why the buds aren't packed with seeds.
some growers that only care about profit and not quality will try to leave a hermie and just cut off the pollen sacks. this seldom works and causes low quality bud.
only the greedy leave a hermie in their grow room
