What the hell causes this and what can i do to stop it

Mould? Hmm wait for the pros to answer this one. Anything white I guess is mould maybe not thoughh. Wait for a pro to answer.

What's the humidity of the room?

Im outside.. n it gets pretty fucking hot on a daily.. but it looks kind of flouresent but i dont no i dont see any signs of bugs tho

I see what looks like a dripper there, but is there any possibility of spilling water/nutes when hand watering? I've had those a few times and was kinda thinking that was what it was.

thrips maybe , not saying thats what it is but they are outside . get anything yellow away from them and inspect the underside of leaves with a magnify glass ,get some safer insecticide soap spray lowes/depot has it , and give em a good spray down ,in the late evening , underside of leaves especally . hope ive helped its what i would do , not knowing how careful you are about handeling nute solutions and whatnot . good luck.
