Not Sure With Better Pics

to the point 1 month from sprout my outside weed plant start to look like this.....ph is ok i check in soil npk just a little low but i fertil with grow big .. whats up with it.. at top new leaves weent from 3 shape to 4 leaf shape and it seems to be growin in twist or something looks like a bunch of skinny leave growing
