Yes it will. Just change the water every couple days or so.

If its an easy to clone strain than it should be no problem. With some of the more fickle ones out there, I think the "extra" products(cloning gel, root riot cubes, humid dome) just increase your % chance of success..but no plant is totally dependent on using them.
