2-4 tablespoons per gallon of water, warm if possible. I would also recommend a drop of Dr. Bronners Peppermint soap in it to facilitate mixing, any other non anti-bacterial dish soap could suffice. Keep agitated and use it promptly, don't let unused mixture sit around.

it came in a pray bottle ready to spray. should I still mix it with water?

No I wouldnt mix it in water unless your mixing it into your own mix of stuff in something like a gallon sprayer. Most of those organicide/insectical soaps etc that you get from walmart and other places dont seem to be that strong. For me sometimes it seems they kill mites and other things sometimes they dont, i wouldnt water it down unless its a concentrate that made to be watered down.
