outdoor circa D.C

trying to grow and start ASAP but obviously it gets cold and snows here so when do i start?
obviously spring is the natural time for a plant to start growing but does anyone have any tricks or advice for the kind of climate i live in?
do you suggest starting inside and then moving outside?
(also my plan is to start with some baggies and move on to some thai skunks my brother purchased)
anything really would be great

ok seriously if its that big a problem can you just answer whether or not starting indoors and moving outdoors is a bad idea

Howdy. Grew up in Vienna. You could start a plant outdoors and move it in if you're getting like 15-16 hour days still. You'd be better off doing the whole grow indoors, 'cuz' the sun's on it's way way south now. The biggest issue in moving it in is the possibility of moving an insect infestation in with it, which I am dealing with today, yesterday and 2mro.

isn't there a beneficial agent to the plant that takes care of most bugs
BT or something along those lines?

Pyrethrum is an organic, broad spectrum that dissipates in a day or so. Permithrin is basically the same, with an agent that allows the effect to last 3 weeks or so.
