outdoor grow with indoor catchup?

G'day everyone from Australia. i have a question about a grow method i have been trying out and want to know if its actually worth it
Ok so i have 3 babies growing outdoors 2 of the seeds are from a different batch but all will continue to be grown outdoors but the single seedling different to the others seemd to be laging in growth rate so i decided to bring the seedling indoors at nite and put it under a fluro in the hope it may catch up to the others, thing is its only a 12v coil fluro so my question is is it even worth it ? the light is nice and close and in the 2 days i have been trialing this the indoor/outdoor plant seems to have gone a brighter but lighter green where the outdoor only plants are a deeper darker green. no progress in growth rate yet but yeh am i waisting my time with that kind of light?? cheers.

Recently upgraded to a 20w cfl 6500k 1040 lumens and the indoor/outdoor is powering! increased growth rate probly due to the almost 24hour light and folage has darkened, but im thinking its definatley a different strain to the seedlings growing only outdoors they are definatley a darker green with thicker fatter folage both types are grow from bagseed from 2 different sources and grown in yeats seedling soil and have been given nutes once a week (Yeats multi nute N10% P4% K6%) but given below reccomended amount is that satisfactory? i have also made up a diluted liquid seaweed by boiling down seaweed which i add a small amount to each water every 2-3 days.
any suggestions to better my 1st grow?

If your in the usa .The amount of daylight hours now ,outside are not long enough for the veg stage.Im only getting 11 1/2 hours of day light in my state now. Thats fine for flowering .But veg needs at least 18 hours of light per 24 hours.
