Personal smoking and overseas ordering for caregivers?

Can a licensed caregiver order their seeds from overseas without fear of being persecuted? If not, where do they get them? I only know of one USA seed company and that's stoney girl.

And what are the rules on smoking your own grow as a caregiver? Are you able to smoke it for viability? What are those regulations?
