plant is not growing, can't identify the problem

hey y'all.
so i built my own box out of a dresser. i've had many problems with it. it's about 9 cubic feet, 2 ft by 1.5 ft area. originally, i had 12 cfls (2 daylight, 10 2700 type). i had two intake fans that were about 3 inches (pc fans), and one 4 inch pc fan for exhaust. the temperature was 90 degrees and up. so i bought a new 4 inch booster fan (70 cfm), closed one of the intake holes, arranged 3 pc fans in the interior space, and one in the intake. the fans do not blow directly on the plant but around it. i've also taken out 6 of the 2700 heat temp cfls. i've also moved all of the transformers and electrical equipment to the outside of the box. the box is now anywhere between 75 and 85 degrees.
my plant is not growing. it's growing a bunch of new leaves on top, but no height and no branches. old leaves are all dying.
i have a hydro setup with a water pump for aeration. i've only had to do one nutrient solution so far, and i did only 40% of what was suggested by general hydro as per other growers suggestion.
my ph is about 6.0, and ppms are about 250.
my questions are, why is my plant growth stunted? is it the heat? how can i reduce heat without buying new fans or taking out more bulbs? should i just build another box with a bigger fan? a buddy is willing to give me a 6 inch fan. honestly, a 6 inch fan seems way too big to me for such a small box. i am concerned about noise as it's my bedroom. the 4 inch fan is about as much noise as i can tolerate.
my poor plant has been in a sorry state since i got her about 2.5 weeks ago. can i save her? she was a healthy looking clone.

If it were me I would have a bigger setup with a small ac if I could. I wouldnt take no more lights out cfls dont put that much heat out. ummm I would also try to up the nutes because on one of the leaves it looks like it needs more nutes. I also think from the pictures you will need more light.

Is that mylar sheeting you used? If it's not what is it? If it's some type of foil you need to tare it out right now. Foil absorbs light rather then reflects it. Your better suited with white paint. Also try to get your lights closer to the plant. Your using CFL's so they can be at least two inches from the plant and your still safe from any damage. Good luck hope your problems get solved.
 
Whats the roots look like and water temp?

i've attached a pic of the roots. it's not very good, difficult picture to take by myself. they look healthy and white. the one weird thing is they seem to be growing only out of one side of the rockwool. (maybe because of the position of the water pump)
the water temp is 70 degrees.
i'm using mylar, not foil.
anyone else think i should up the nutes?
