Plant leaves curling at tips

So my plants leaves have been curling under at the tips. I have been reading a lot about this and I have ruled out that it is over watering because I wait until the soil is almost completely dry to water again.

I have been reading that it could be from too much nutrients in the soil. I havent fed any nutrients to my plants but the soil that I bought has nutrients in it. Im not sure exactly how much because the bag is in Chinese. I am in China.

My question is this: If I flush the bag of soil that I have pretty well and then let it dry on my balcony for a couple days do you think this will take out some of those nutrients?

The only other option I really have is to use soil from outside. I dont really want to do that because it doesnt look that good. It looks like it has a lot of clay in it.

Here is a pic from last week where you can see the tips of the leaves curling. It is actually getting worse. Their is no discoloration of the leaves though. They are dark green.

Maybe, some soil has time released nutrients in it. when it is hit with water it releases nutrients. Depends on what you have. I don't live in China so I couldn't tell you where but I would get some other soil and mix it. Look around, find a flower bed and grab a couple hand fulls and put it in your pocket. wont take much. Once they are larger they will probably do ok in that soil but while they are young it may have too many nutrients. Be sure you have peoper drainage also. Not only to drain but to get air to the roots.

How much are you watering?
How much are you feeding?

check these with the proper light and you should be good.

Thanks for the reply guys. I have my plants in plastic pots. I think they are about one gallon pots. It is not root bound. I dont think the roots could have filled the container that much. I use the weight method for watering. I water probably every three to four days depending on how the pot feels. I make sure it is almost completely dry. I am not feeding any nutrients. I dont want to feed until about a month into the grow.

The soil has nutrients in it. It says NPK 2% and some other stuff but its in chinese so I dont know what it means.

I used two CFL 6400k 65w 7500 lumine bulbs for the first week and a half until I got my 400w hps. I have made sure that the plants are the correct spacing from the hps. In the middle of the plants I am using one 65w CFL in the middle of the plants.
Humidity is 60% Temp ranges from 73f to 79f.
I have an oscillating fan for air circulation and an extraction fan at the top of the grow room. I leave the grow room open with a fan blowing in fresh air for about 6 hours a day.
