plant never finishes flowering

is it possible for a plant in flowering to grow some tiny not developed buds and then not make any progress at all because my plant is in flowering for like a month and a half now and all i really have are white hairs but the seed pods are so small i believe its sativa

Sativa can take a long time to finish...

Indica can normally be harvested around the 60 day mark.

Wait til you see the hairs turn color.. 60% or more.

if it stativa you have several weeks to go, that's normal. Buds fatten at the end

Anything is possible I suppose. What kind of lights are you using? If you are using too few cfls and/or the wrong spectrum of lighting, that could slow bud growth. For that matter, there's a LOT of things that can slow down growth, ie, temps too cold/hot, nute lock out/over nute, wrong lights, crappy growing medium, etc etc.
