Plants Growth Stalled + Possible Black Spots

Hey folks! I have a couple of questions, but I'll try to provide as much background info as possible. I am trying to grow ILGM White Widow seeds. I am doing a bucket grow because of my lack of space. I am using a potting "premium" potting mix from Bunnings (it has NPK in it), and I've added about 20% perlite into it. I have four 24w Philips CFLs running about 12" off from the mix/seedling. I am running two 120mm PC fans (one for intake, one for exhaust).

Today marks one week since the seedling sprouted. The seedling started fine, grew at the expected time, and developed its first serrated leaves on time as well. However, since then, it appears to have stopped growing (or at least grow incredibly slowly), and it looks like it might start to be developing Black Spot Fungus. I think the issue with growth might be the temperature. It's heading into winter here and the temp. range of my bucket is between 60F/16C-68F/20C, which, from what I've read, seems low. The humidity, on the other hand, may be high, it does venture into the mid-to-high 80s, which might give validity to the Black Spot Fungus claim.

What are your thoughts? I purchased a thermostat for my heater and will start to control the heat around the space where the bucket is. But could there be any other issues? Do you guys think I have Black Spot Fungus? Is my seedling a lost cause? This is my first plant and I'm still incredibly new to this, any feedback could make all the difference.
