Plants Won't Bud

My plants show a sign of budding but just have hairs and crystals on the leaves around the hairs but never really bud even if there in flower for 10 weeks. any advice?

Need some pics. Are you sure they're getting adequate darkness?

yeah because i have other strains in the room that yield very well

ive never seen hair's grow on leaves? or am i just being dumb

no i have other plants in the room that grow just fine, yes it's 12/12 for sure. I will have pics tomorrow because this is driving me crazy

You didn't say what strain it is. Could it be a pure (or nearly pure) sativa?
