Hps or hp if you put 400 hps two inch away from plants it will burn them . put it 12 inch and have fans blow between plant and light. yeah like uberpea said you need to read guidebooks .

12 inch maybe more, you must cool the bulb, u need ventilation, and you must control the tempature, than put the light as possible closer you can

yah get ur lights, a dry place with ventilation, hang the lights 2 inches above plants, water, look up how much and get a fan to get the air moving, USE FLOURESCENT LIGHTS
you obviously don't need to be giving anyone advice. Go ahead and hang a 400 watt hps 2 inches above the plants and see what happens. Plus saying use flourescent lights doesn't help either, try explaining why they are good for veg instead of being vague and confusing to a first time grower.

keep ur light 12-18 inches away put your hand over the top of the plants to make sure its not too hot, if you can keep ur hand there for a minute or so and its not burning then you'll be fine. I use 6'' inline fans for my venting. you can buy one cheap at the depot for like $20 you'll want to get some ducting so you can vent your light, do you have a coolable reflector? you also want to keep an oscillating fan in there blowing over the tops of your plants. try to keep ur temps in mid 70's. its also a good idea to have an exhaust or 'fresh air' vent either passive airholes ( meaning holes you cut out of your cab) or if you are able to install another inline pushing the old air out. hope this helps get you started also if they are 3 weeks you will want to start to feed them, I like superthrive and the 3pack of foxfarm nutes, big bloom tiger bloom and oh I can never remember the 3rd.
