Not sure what these bugs are but they are eating my the tops of my fan leaves. Plz help

Looks like leaf miner, there's just so many that the normal shit stain trail they leave is unusual, in this case.

the instruction on captain jack say wait 4 days between spraying, i'd hit them at least twice, maybe three times over 8 days

I'd hit them twice (4-6 days apart), and then twice again in two weeks, to get the eggs that didn't hatch yet, but I tend to overdue it with brut force.
