pre flowers, short plant, little leafs

random question about plant
I have a female, persume with some of the smallest leaves I've seen(I havn't senn many), but she might be a foot and three inches but she has preflowers.

Just wondering if this means she is a short breed that I could use as a mother in hydro. I don't know if it will mater but she is growing in dirt.
