Preflowering on my outdoor plants?

This plant's been outside a while and has exploded in growth. It looks like she's preflowering. I'm speaking hypothetically for the positive karma that she is a girl. Here are the pics

Sorry pic's suck it's hard to tell I need to use a camera and not my phone but as far as I can see looking close enough they are all tear drop shaped and I think I spotted a small white hair...

Pre-flowers just mean that she's maturing.

Could also just be new growth.
