You can buy aditive to kill them but it’s a pain to get rid when they get in there lots of stickies and you need to protect the top of the medium to stop any more laying eggs I’ve used sand before just wash it first works great

Do you just water over the sand?

Things you can do to help yourself:
If possible, raise your humidity. 20% is pretty low.
Up your nutrients some. The lime green color is indicative of a N shortage. Keep an eye on your purple stems as well.
Your lights are most likely fine; I wouldn't adjust them.
Perhaps you can post pics of your other plants along side this 'sick' one for comparisons.

To help rid yourself of gnats get the yellow sticky traps, lay them face up, on top of your medium...this will catch the gnats as they emerge from your medium, before they fully mature, helping you break their life cycle, otherwise, you'll be playing catch up throughout the grow in terms of trying to eliminate them.

Small steps; you'll be fine.
