question for cfl growers?

Ok, so I have two female bagseed plants. They were vegged for three weeks under 6500k cool cfl's to a height of approx 1foot, very bushy, I don't have pics my camera is broke. I started flower around April 5, each plant has four 45watt warm 2700k cfl's hanging above with reflectors and assorted cfl's illuminating the sides of plant, with a total of approx 200 watts per plant.
There is mylar on the walls. The plants are very healthy, they are doing the growth spurt thing and are now about 24 inches tall and bushy, lots of undergrowth. Temps are averaging 78-86 F at tops of plants, no CO2 in use, they are in foxfarm soil with bat guano and worm castings. PH is 6.4 for both plants, each in it's own 10 gallon square pot. Watering every three to four days with schultz 10-15-10 plant food, no nute burn evident. So it is going on 22 days of flower. The plants look to be an indica-sativa mix. The buds on each plant are taking a long time to grow, the top "bud" if you want to call it that is only about 1/4 inch thick and one inch long, there are about ten to twelve other buds below on the main stem, they all have white hairs and the bud is green, they just are not getting fat and are taking their time. I have two questions, I understand since it is bagseed that I have no idea how long it will take, but question one is:
1) Can anyone guesstimate with the cfl wattage I am using how long it may take to finish these plants?? I have read 50-60 days for indica's and 11 weeks approx for sativa's???
2)If you have used cfl's before, have u used the same wattage and warm 2700k lights with 4 above and various around with reflective material, a total lumen of around 5-6 thousand. I have read you need around 7,000 minimum to flower successfully. I am space limited and my plants are obscured by all the lights and reflectors, not able to put up more lights. Any help would be appreciated. I should get flowering nutes but I have seen people use schultz's 10-15-10 with good results, plus my foxfarm soil has bat guano and worm castings, don't want to overdo the nutes, etc...
