Question on neem oil

Quick couple questions
1) has anyone had any experience w/ mixing neem oil and orange guard orange oil together for pre treating
fungal and pest issues
2) Is it true that if you use neem oil you shouldn't use a sulpher burner at the same time. supposedly burns leaves ?
anyone have experience w/ this, I only burn 15 mins a day in a 11 x 11 room
