Question regarding nutes.

I'm transplanting 4 clones into Fox Farms Ocean. I know with their Happy Frog nutes are not needed for 2 weeks. Should I hold off the nutes for 2 weeks of flowering after transplant?

You are mixing up unrelated things - transplant and flowering.

Don't add nutes to a nuted soil until you start to see some signs that the plant needs some. She'll start to get a lighter shade of green most likely. Better to wait a little too long then add ntes too soon.

I wouldn't transplant then flower straight away you will shock the shit out of them give them a week to find these feet and if the soil is already packed with nutes I would just water them adding more nutes will up the ec of the soil and could end up burning your plants

Awesome, thanks. I was gonna change the soil and light cycle at the same time . I'll wait a week or so after transplant.
