question?

ok when a plant randomly grows out side but you are growing plant indoors anyways the plant outside is 12 weeks old and it is 17 1/2 inches tall well my indoor plant are same age and are budding good my outside plant seem to not have started flowering yet i have an indoor plant only 6 weeks old and starting to flower why is the out door plant that gets alot of sun not flowering yet ? ??
