"re-germinating" seeds

So I had some seeds on a heating pad germing & to my dismay the pad had come unplugged for at least 24 hours. When I went back to check a few seeds had sprouted taproots & a couple had just "cracked" World of seeds afghan lowryder kush & Th seeds Mkage (freebie...mutant looking seed). I planted these anyways. Well a few days later the seeds are still exactly the same I moved the dirt to check on them, they havent changed a bit. I ended up taking them out, I was wondering what i could do with them. Is there a way to "re" germinate a seed. Or technically (bc they havent germed yet) a way to "reactivate" a seed that previously had problems germing?
