I really think this movie proves the government does exaggerate things and uses propaganda (i was going to write propa-ganja , little word play for y'all)
Its great because it shows the views people had towards maryjane and how the goverment influesenced it via 'educational movies' like reefer madness, it really helps show how propaganda like this can shape society.
