I've grown (just like in nature) in full sun a 1000 watt HPS is no stronger than sunlight. It's a huge waste of electricity which in most cases is generated by a greenhouse gas producing powerplant.

I've always used my HID lights to germinate seeds in my veg room. You just have to keep the lights quite far away from the plants. Mind you, I've used a 400w and a 250w, don't own a 1000w. I usually keep the lamp at least 2 feet from them and then lower it slowly and see how they take it. My temps are around 75 - 85. And I always keep my 400w at least 8 inches away from my vegging/flowering plants.

You can do it, if you keep it several feet from the light, but it's a huge waste of electricity (which means money). I'd get a flouro tube or a CFL for the seedling stage, and only use the 1000W when you can really utilize all that light, like when the plants are larger.
