Nobody ever said new seeds are wet inside...lol.... Trust me, you can take a seed right out of a pod fresh off of a plant as long as it's ripe (dark colored) and germ it, put it into soil, and watch it grow.....End of story....

ok then why a seed picked off a fresh plant with stripes looking good sinks to the bottom of a glass while dry seed floats. Tells me the seed is green inside so how can a seed germ. if it can't asorb water ?

Tell ya what man, plant one and see if it sprouts... You asked the question,we gave you an answer... Why ask the question to begin with if you assume you have the right answer in the first place? IMO the definition of a "DRY" seed would be a non viable seed... There is no such thing as a dry or a green seed unless the seed casing is a white to light colored seed which is immature and non viable....
