Seed soak for outdoor seed planting? MMJ or Hemp seeds?

Doing more hemp now but seeds often have 50 to 60% success which is not great.

Is there any seed soaks you can do before putting them in the ground to make sure they pop?

Something you can spray on the seeds as the machine is dropping them in the ground?
Or a soak in the bucket before going out to the field.

Seed depth? My partner thinks he may have gone slightly too deep.

I soak my weed seeds in H2O2 for about half an hour before putting in soil. Supposed to give the seedlings more Oxygen.

I plant about 1/2 to 3/4 of an inch deep, then add dirt as the seedling grows. In a field situation you can do this with Sheffield sweeps on your cultivator.
