I'm no expert by no means but I believe that light would be just fine to start them under. I started mine with a shitty $70 UFO led before I upgraded to a marshydro 325 watt I believe it is

I recommend having the light much higher than in the picture for seedlings. A small cfl will work good for the seedlings first two weeks, then use the 250. Seedlings don't need much light to start off.

will it be ok to start my seedlings under this light itts only running 250 watts just got to finish ducting off and vent it in my chimney

using 400 watts for flower aswell

thx for that I have a 24 watt CFL t5 strip so I will use that for now
