setting up a CFL system question

I should start out by saying that i am on a tight budget. I am a college student and just home for the summer to grow, and cannot afford to spent a ton of money on expensive supplies which is why im choosing cfl lighting.

I was planning on going outdoors but after a lot of thought have decided the humidity and temperature where i live would make it more difficult to grow. So after searching my house i found a perfect place that i didnt even know existed. I found a hidden door that opens up beneath my stairs. There are two plugs inside this space and two right outside if i need more. I only want at most 3 plants growing so i dont believe i need a ton of power. My question is what is the best way to set up the cfl lights so that i will easily be able to adjust them as the plants grow. I plan on vegging and flowing in this location, and thus will get the appropriate bulbs for each.

A few problems i have thought i will encounter are as follows: there is not a ton of space. When i get the chance i will take a picture to show you the area im working with. Next is the smell, what is the best way to make sure the smell does not spread.

I have been reading around, but have not found a great guide for actually building the system. Any advice you have would be appreciated. there are a lot of knowledgale people on this site and I hope yall can help me out. Itll be easier when my brother gets homes because hes better at this then me but he wont get home for another month or so, and i wanna get the room set up and ready as soon as possible.

Last question. What methods should i take to insure that the area is clean and sterile.

a lil bleach diluted with a bunch of water and a spong should do the job. jus dont soak the place down. a lil bleach goes a long way. as for the setup a plank of wood with a few sockets and splitters, hung with hooks and chains, is a system that can almost always be easily designed to work, no matter the growin space. once thoes pics are up i may be able to offer futher details of possible setup options
