Halagon lights are a big no-no I believe.
I think they are the wrong spectrum of light and LOTS of heat.
I would return the halagon and buy some more CFL's.

For flowering on a budget you need Compact Floresents, the screw in type, of the 3000Kelvin or so light spectrum. They may also say Spring or Warm light.

unless the plants are huge, you can fit more than 2 under a 400w HPS.
You can get CFLs just about anywhere that sells light bulbs, Home Depot, Walmart, whatever...
CFLs you want to have within a few inches of the plants. The HPS you'll want to keep a couple of feet away. Stick your hand at the top of the plants. If it's uncomfortably hot for you, it's too hot for the plants.

you can put 400 watt hps within 1' of the top of your plants. Start at 2' them move the light down a couple inches a day until its at 1'. Won't take long cause the plants will grow up to meet you. Then move it up with them as they grow.
