Should I use a surge protector for my outlets

Depends. If using a digital device it can prevent damage caused by transient surge voltage. Won't do any good for 240v digital ballast operation. A whole house TVSS is a better option. Often you can get it from power company in your meter. Otherwise have a sparky stick one on your load center. Also surge strips can be bumped shutting off critical loads. Keep them up out of the way if you use them.

Note these do nothing for ground fault protection.
