Should I water?

Ya, they look overwatered, but
how far away is your light? You have a dozen cups there under it? Sure sounds like you may be cooking them, are you sure you're not too hot?
Are there drain holes in the bottom of your cups?
I drilled 3/16 holes around the bottom of my cups, on the side so that the holes wouldn't be plugged sitting in the sink when I water.

Light is about 12" away. There is a flan blowing over all the plants. The temps at the top of the plants is only 72 degrees.

There are drainage holes in the cups, and when I water I see water drip out of the bottom.

If it was me, I would cut back the watering to every other day for 4 or 6 days, and watch them.
And, like Nick mentioned, trip just the tips of the leafs that are touching the soil.

Too close from light, anyway you don't need 600w for seedlings. Just use CFL 150w for couple weeks then switch to HPS.
