slow plants>2mnth old but only 5in

ive been growing inside for about two months im new to it, i have two plants but there only about 5inches tall its been at least two months and there growing very slowly any ideas why?
 
A little bit on your grow will help answer or help you in the right direction. Have your read a grow book? Any nutes? Hydro or soil? Indoor or out? Ph of water?

indoors on straight water 14-14-14 slowrelease plant food in potting soil
in a 4" x 4" x 5" deep pot i water every 4-5 days depending on soil moisture
next grow change up the slowrelease plant food. its not good for cannabis.

i am 100 percent positive you are using a garbage cfl light bulb that should be put in a lamp

if you really have to use cfls and you cant dish out cash for a good light try to get at least 4 of them

there are different light spectrums for CFLS. what do you have? if you even have a CFL i'm not 100 percent sure just assuming

and if you live somewhere where you can put it in the sun, i recommend you do that nothing is better than the sun

so i had my plant vegging indoors under a cfl and my dad pulled it out of the pot and left it there. but since it had a good root ball i replanted it and watered it and it hasnt died but has been in shock for almost two weeks.

My question is how long does it generally take to start growing again

i have two lights on the two plants one is a floro tube style closer to the blue spectrum but im unsure exactly what it is the other is a amber colored aquarium bulb but thats recent, before that they were on a window sill facing north west, i repoted and put them under the lights they seem to be doing better already, the 14-14-14 the plants are in a veg state and arn't yellowing or curling so i think im ok on the nuets. i also just staeted them on a 20-4 light sched 20 on 4 off

i didn't add the nuets till about a month in I'm not that ill informed i know premature fertilization killz/mutates plants
