"Soft start" ballast ignition?

Does soft start technology on a ballast mean it will not have the 2-3 amp surge over the steady run amp of the ballast? It is my understanding that most 600 amp ballast use 5.5-6 amps while running however use more like 7.5-9 during start up. My question is whether the soft start technology reduces this initial surge, and if so how much benefit is it. I am in particular looking at Solis Tek, however I see many digital ballast with this feature.Is this mainly a energy saver for this brief period, or will it actually let u run 2 600's on a 15 amp 120 circuit?

It is a good ballast (600 watt dim-able 400, 400+,600, 600+) First grow with it and approx. 2 months into grow and she starts up slowly. But they are meant to have multiple ballast on same amp (minus run time amperage)
