Soil and Fert Qs

Ok so Im repotting my babies into the ground outside, and Id like to mix an organic soil with the existing outside.
Q#1 - What is the best Organic soil for my purpose?
Q#2 - Will I have to fertilize? If so how often and whats the best NPK or whater (_ _ _) to have for veg and the best for flowering.

ok so basicly what im asking now is, whats the best NPK or whaterever numbers for veg and flowering, i dont think that covers it.
