#1 easy to toss seeds through
#2 (and most importantly) if its a flower bed at the capital building... guaranteed water from the sprinkler system!! as well as guaranteed recognition by the city AND the state!!!

before some people cleared out this forest like 5 minutes from where i live me and my buddies used to smoke pot at the river inside the forest and whenever we got seeds we just tossed them on the side of the highway that overpassed the forest hoping that this exact shit would happen.
