stunted growth?

ive got 2 plants that arent doing very well. from the moment i planted them they shot up 2", but now its been 3 weeks and nothings really happening. i thought it might be a lighting problem so i put 1 outside a week ago. and it still hasnt changed. what could the problem be and how can i fix it.

What kind of lighting were you using? Have they been growing new leaves? What kind of soil are they in? Give details man, we can't read your mind

They typically shoot up to a couple of inches then start focusing their energy on building root mass, which appears to a worried parent to be stunted growth but it's normal. I think 3 weeks is a bit long tho; you should see some growth there. What pH is your water and how often are you watering? What grow media are you using?

im using a single cfl light which i thought wasnt enough so i put one outside. as far as the medium i am just using soil. would over watering cause this?

If you're doing soil, you need to water good with pH'd water, then let it dry out completely; that would probably be 1-2 days under a single CFL, depending on the wattage and how close it is. The roots have to have oxygen as much as anything else.
