Stunted plant, when to flower?

My plant has been traumatized, and pulled through a number of times. It's on something like week 11 and it's only about a foot tall. It's showing some clear signs that it's female though so that's good. I just repotted it in to a large bucket and added in some organic miracle gro soil. Unfortunately I now seem to have a gnat problem.
First of all, what is an easy, quick way to rid the plant of these pesky gnats, and also when can I start to flower this plant? It's taking forever, been growing since the end of April and it's only a foot tall! I'm only growing it with two CFLs on an 18/6 schedule in my closet. Could a warm mist vaporizer help this plant at all for heat? :-?

Put about a half inch layer of sand on top of the soil, that should suffocate the gnats larvae below the soil

As far as flowering, you can start whenever you want.
 
Thanks for the advice. As far as flowering goes, The plant isn't showing signs of buds at the moment, should I wait for even something small before I flower or is that just something to expect once I switch over to 12/12?

What you need is way more lights. You wont make it very far in flowering without more lights.

Your plant is probably root bound. The pot your using looks like it has about a gallon of soil? (correct if I'm wrong) I acutally have an og kush thats in 6th week flower. Its only 1 foot tall even though I vegged it till she was 10 inches. I'm not 100% sure this is your problem but from the looks of it I think so. You may want to try transplanting to a container of 3 gallon size if you currently have a one gallon and see if she does better. If not then oh well you're stuck with a smaller plant for now.
 
Well the plant is in a 10 gallon bucket filled up about half way. For flowering I was going to put it in the bathroom because there's a really bright, really hot sunlamp in there. I would put the 2 CFLs nearby for extra light too. Here are pics I just took


Edit: I recently just repotted the plant. It at least was rootbound in it's old pot but that was a lot smaller and had like a third the amount of soil in there now. Since then it's grown about 3 - 4 inches in a week.

I think I'm going to add another bag of soil to be safe and give it about a week or so until I start to flower it. Thanks for the advice and I'll appreciate any more people can offer.
