swims walk in closet set up. plz help!!!

this guy i knew has a walk in closet that is 8or 9ft by 6ft and is 9 ft tall. he has a 4ft shelf all the way around the top. and 3 other shelves that are 2.5 or 3ft tall. he is going to set up his seedlings on the smaller shelves to grow in trays and there are 3 florescent lights above them. he has 1 430watt mh and 1 430 hps. and he is planning on getting another of each(it is one setup but it can run both bulbs but he cant use them at the same time). he is using all organic soil. 2 fans and 1 charcole filter fan
my questions are
1. he wants to set up 3 spaces. seeds on the shelves, veg, and flower on the floor. where and how in this space can he set up a veg spot?

2. any other suggestion, enough light? not enough? how should he feed the plants, with hydro nutrients? plz help with that. and just any other suggestions would be great

3. he has a locked storage closet on the outside of the apartment. any use for that. or no?

4. and finally seeds. is getting them sent to a friends p.o. box in another unrelated friends name the best way? cause he can do that.

all help would be great.

sounds like for the flowering needs more light but not completey sure of your demnstions for the flower and and make sure there are abouslety no light leaks
might consider ventilation and air temp control

The shelves are great for vegging. Split the rest of the room in half (or so). Do the Vegging on the side of the room with the clones on 18/6. Run the flowering side at 12/12. Ensure there are no light leaks. I'd run the 12/12 with the 18/6 sticking out the ends... So that if there are light leaks they'll be like dawn and dusk and won't interrupt shit as much. I'd also set it so that the lights are on mostly when you're there for convenience and to prevent the lure of entering in darkness.

Ventilation, while always important will be critical if you're using HID. Can you vent into an attic, or other exterior vent?

well there is no way to vent through the ceiling, right now there are 2 fans and the door is left open(dont worry no leaks). but what else can be done? is the 860 watts enough light for this room? and around how many full plants can be put in this room? he was thinking around 9 or 10

about ventilation, there are 2 big box fans one blowing in, and one in circulating the air. the temp is right around 80. is that good enough or does something else have to be done? this is an apartment so there can be no cutting into walls or anything.

and about how many plants(one per 5 gallon pot) can be grown under a 430 watt hps/mh?
