Yes go with efficiency for sure. i also live in michigan. in a 4 (air cooled) light room with co2 burner and dehu i use a 18000 btu split. it is overkill. if u dont plan on expanding a lot defiantly dont get a 2 ton.
that 19 seer in the link only has 16 feet of line. usually they only contain enough refrigerant for the lines that come with them so u may have to add some.

I'm not going to recommend a brand, because I have little experience with the cheap ones. Just make sure if your running a sealed room you get a split with a low ambient kit, such as the senville one you linked to.

Also, can you add line to the unit? Im think i could do with just25 foot, and i understand they lose efficiency after25 foot, but i may need to go a bit longer

My lights will not be air cooled, and i want to go big enough to add a co2 burner and more lights if need be.

I'd recommend you go with a 20# tank and a CO2 controller. I only pay $15 for a fill up every couple months in a similar size room and you reduce the cost of your cooling.

As for total lineset length without having to add additional refrigerant check the manufacturers installation manual because they are all different (15' to 50'+ depending on manufacturer). You will not see a loss of efficiency by going over 25' - building envelope and installation issues will have noticeable impact long before LS length gives you problems. With regards to your room size and future lighting upgrades you might consider getting a multi-head condenser and just install one head initially. When you add more lights get more heads.
