tiny leaves at internodes

my outdoor plants are producing tiny little leaves at the internodes, but no pistils or seedpods (plants haven't even pre-flowered yet).

i couldn't get a picture of them (friend is borrowing camera) but imagine 2 tiny little marijuana leaves just starting out of the nodes. note: not the stipules, these are definitely leaves.

what is this? does it signify sex at all? i've never seen it in pictures of pre-flowers and i can't seem to find anything on it.

er, sounds normal to me... plants start small and grow bigger... the leaves have nothing to do with sexing as far as i know.
