Its hard to see from a picture. Do they jump? Bugs in good soil is really not a bad thing, as long as they're not feeding on the plants. It's actually a sign of a healthy food web and living soil. Still its always good to identify what you see.

No they dont jump just crawl I looked at one under scope and it has legs. Maybe gnats? I haven't seen anything flying around
